Rail Training Package Update

Transitioning TLI10 Training Package components through the Standards for Training Packages continues.  Rail advisory groups met in April at TLISC’s Melbourne office, and discussed upcoming projects within the TLI Continuous Improvement Plan.

With the closing of the rail infrastructure project in April, the next continuous improvement plan item was endorsed by the industry advisory committee for implementation later this year. The projects will scope the need for the development of broader rail safety investigation Skill Sets, and/or qualifications, across the areas of incident investigation and regulatory compliance.  Industry stakeholders can keep updated with current or proposed projects at the TLISC Rail Training Package Projects page of the TLISC website link http://tlisc.org.au/training-packages/rail-training/.

Another Continuous Improvement Plan project is to scope the need for a Skill Set or qualification for simulator operators, ensuring they have all the required skills, including debriefing participants after each simulator session.  Train simulators are increasingly being used in the rail industry to allow trainee drivers to practice train movements within a safe environment; in this context it is essential for simulator operators to have the skills and knowledge to adequately debrief participants.

The practical elements of training, including route knowledge and train dynamic skills, are still required and should continue.   Simulators have been used for years within other areas such as aviation and maritime sectors.  Although this is identified as a rail specific project, the competency standards in the aviation AVI Simulator Operator/Trainer Skill Set will be reviewed during transition to the Standards for Training Packages.   This review will consider other modes of transport and this will inform the development of a pathway for simulator operators across a range of related industries.

The rail components of the transition to the Standards for Training Packages are to be completed by the end of 2015, incorporating work undertaken to address continuous improvement issues identified by stakeholders.  http://tlisc.org.au/training-package-continuous-improvement-new/
