TLISC is reviewing existing units of competency, skill sets and qualifications, aligned to Cabin Crew roles, for inclusion in the new AVI Aviation Training Package. The project will commence in September 2014 and is expected to be completed by May 2015.

Project Overview

TLISC is reviewing existing units of competency, skill sets and qualifications for inclusion in the new AVI Aviation Training Package. The project will review 3 x AQF qualifications and one Skill Set:

  • AVI20208 – Certificate II in Aviation (Flight Operations)
  • AVI30208 – Certificate III in Aviation (Flight Operations)
  • AVI40508 – Certificate IV in Aviation (Leadership and Supervision)
  • AVISS00010 – Aviation Supervisory Cabin Crew Skill Set

The Cabin Crew Project will research and review industry needs for commercial, charter and Defence enterprise roles to ensure they are fit for purpose under VET, CASA and Defence regulatory requirements. The project will commence in September 2014 and is expected to be completed by May 2015.

The AVI Aviation Training Package Release 2.0 is the second release of the transitioned training package, and contains 20 qualifications, 42 skill sets, and 204 units of competency.

The Cabin Crew Project Steering Committee met for the second time through teleconference on 26 March 2015. Industry provided feedback towards the core and elective models for all Cabin Crew related qualifications. The following changes were agreed to by the PSC, and are in the process of being implemented now.

AVISS00010 Aviation Supervisory Cabin Crew Skill Set to be retitled as the AVISS00037 Cabin Crew Supervisor Skill Set and transitioned into AVI Aviation Training Package V2.0. TLII107D Coordinate quality customer service will be replaced with TLII4001 Coordinate quality customer service.

AVI20208 Certificate II in Aviation (Flight Operations) to be transitioned into AVI Aviation Training Package V2.0 and retitled as AVI20115 Certificate II in Aviation (Flight Operations – Cargo Services). All Cabin Crew related UOC’s will be removed and replaced with Load Handling and Safety Management units.

AVI30208 Certificate III in Aviation (Flight Operations) to be transitioned into AVI Aviation Training Package V2.0 and retitled as AVI30115 Certificate III in Aviation (Cabin Crew). All non-Cabin Crew related UOC’s will be removed and replaced with increased focus on Safety Management units.

AVI40508 Certificate IV in Aviation (Leadership and Supervision) to be transitioned into AVI Aviation Training Package V2.0 and retitled as AVI40215 Certificate IV in Aviation (Aviation Supervision). The electives within this qualification are packaged within broad elective groups related to the roles of Cabin Service, Customer Service, Cargo Service, Ramp Operations, Aerodrome Operations and Aviation Operations. This qualification will include units from AVI40408 Certificate IV in Aviation (Ground Operations and Service), which will not be taken forward into the AVI Aviation Training Package V2.0.

Qualifications and units will be available for wider industry review during June 2015. 9 December 2014

The initial Steering Committee meeting has been held to review and transition qualifications and skill sets related to the role of Cabin Crew. At this point in the project, industry stakeholders are reviewing the qualifications and skill set structure, and providing advice towards the existing and future core/elective structures. Initial review indicates that a range of imported units of competency will be replaced across the areas of food service, security, safety, and first aid when the following qualifications and skill set are included into the new AVI Aviation Training Package:

  • AVI20115 Certificate II in Aviation (Flight Operations)
  • AVI30115 Certificate III in Aviation (Flight Operations)
  • AVI40315 Certificate IV in Aviation (Leadership and Supervision)
  • AVISS000XXX Cabin Crew Supervisor Skill Set

It is anticipated these qualifications will be submitted for endorsement in September 2015.

The initial Cabin Crew Project Steering Committee met in Brisbane on 19 September. Industry representatives provided feedback on the current status of industry qualifications. Discussion over mandatory and enterprise tasks was detailed and descriptive, with a revised UOC framework identified for review and development.
Members agreed to the following qualification structural outcomes:

  • Aircraft Familiarisation (Knowledge Evidence within a UOC)
  • Emergency Procedures
  • Dangerous Goods Awareness
  • First Aid (Basic and Advanced)
  • Food Safety and Handling
  • Responsible Service of Alcohol (To replace existing AVI UOCs)
  • Security (Ground and Airborne)
  • Manual Handling
  • Customer Service and Engagement (inc Special Needs)
  • Inclusion of TLII3020 Provide assistance to customers with and without special needs (Replace AVI UOC)
  • Crew Resource Management
  • Human Factors
  • Cargo Loading and Planning (Weight and Balance)

The committee is currently reviewing the proposed AVI qualifications and will meet again before the end of 2014 to endorse the revised qualification models.
