Maritime Training Package Update

Maritime Training Package Update

Release 3.0 of the Maritime Training Package was endorsed by the Australian Industry Skills Committee (AISC) on 1 September 2015 and is now available on the training.gov.au website.   It includes four existing qualifications and relevant units of competency that have been aligned to the Standards for Training Packages and revised to better reflect AMSA and STCW requirements, they include:

  • MAR30415 Certificate III in Maritime Operations (Marine Cookery)
  • MAR50315 Diploma of Maritime Operations (Watchkeeper Deck)
  • MAR50415 Diploma of Maritime Operations (Master up to 500 GT)
  • MAR60315 Advanced Diploma of Maritime Operations (Master Unlimited).

Release 3.0 also includes MAR30315 Certificate III in Marina Operations. This qualification is the first for the industry and covers the specific training requirements of marina owners and operators for berthing, mooring, storage and slipway/workshop facilities that are connected to sailing, cruising and general boating. The qualification is essential in improving the skill level of those working in the industry while providing a level of flexibility that addresses the needs of businesses and individuals alike.

The Companion Volume Implementation Guide has also been updated and is available on the TLISC website.

Training Package progress accelerates

The first week of September has been very significant with a number of milestone achievements for industry stakeholders and the TLISC Training Package team. We’ve seen the endorsement of two Training Packages, the AVI Aviation Training Package and the MAR Maritime Training Package along with the submission of the TLI Transport and Logistics Training Package for endorsement.

MAR Maritime Training Package Release 3.0 – Endorsement

The MAR Maritime Training Package Release 3.0 was endorsed on 1 September 2015. Release 3.0 includes 5 Qualifications and 20 Units of Competency.

AVI Aviation Training Package Release 1.0 – Endorsement

The AVI Aviation Training Package Release 1.0 was endorsed on 1 September 2015. Release 1.0 includes 1 Qualification, 12 Units of Competency and 2 Skill Sets.

TLI Transport and Logistics Training Package Release 1.0 – Submission:

The TLI Transport and Logistics Training Package Release 1.0 was submitted for endorsement to the Department of Education and Training on the 1st September 2015. The Case for Endorsement includes 37 qualifications, 63 skill sets and 439 units of competency and which have been aligned to the Standards for Training Packages.

While the two Training Package endorsements and the submission of TLI were significant, there is still more to be done to get all of our Training Packages transitioned to the Standards for Training Packages. It’s pleasing to say that we remain on track to complete all transition and review work across our three Training Packages by November. The industry led improvements to our Training Package products will provide enhanced opportunities to meet the current and future skills demands of workplaces across the Supply Chain in the Aviation, Maritime, Rail, Road Transport, Warehousing, Logistics and Ports sectors.

Maritime Update

Masters and Watchkeeping Deck

The Diploma of Maritime Operations (Watchkeeper Deck), Diploma of Maritime Operations (Master up to 500 GT) and the Advanced Diploma of Maritime Operations (Master Unlimited) have been aligned to the Standards for Training Packages.

A mapping was also undertaken against Marine Orders 70 and 71 (2014), which resulted in the qualifications being restructured. These qualifications and associated units of competency are now available for comment.

Maritime Update

Integrated Ratings and Linesperson Project

The Certificate I in Maritime Operations (Linesperson), Certificate III in Maritime Operations (Integrated Rating) and the Certificate IV in Maritime Operations (Chief Integrated Rating) are currently being aligned to the Standards for Training Packages.

The units of competency will also be amended to address any issues that have been raised since they were endorsed in 2013. They will also be mapped to the Standards of Training Certification and Watchkeeping (STCW) to ensure they comply with the Australian Maritime Safety Authority’s (AMSA) regulatory requirements.

Marina Operations

The first meeting of the Marina Operations Project Steering Committee was held on 6 August 2014. Following this meeting a draft qualification framework was developed. Draft units of competency are also being developed and these will be available on the TLISC website in October 2014 for comment. Masters and Watchkeeping Deck

The Diploma of Maritime Operations (Watchkeeper Deck), Diploma of Maritime Operations (Master up to 500 GT) and the Advanced Diploma of Maritime Operations (Master Unlimited) are currently being aligned to the Standards for Training Packages. Generally there should be minimal changes to the qualifications, however the alignment provides the opportunity to ensure the qualifications fully address AMSA regulatory requirements; Marine Orders 70 and 71(2014). Ships Masters and Watchkeeping Deck Project

The Master Unlimited, Master up to 500 GTs and Watchkeeper Deck qualifications which are currently in the MAR13 Maritime Training Package will be aligned to the Standards for Training Packages over the coming months. The alignment is expected to be completed by the end of the year and submitted for endorsement in February 2015. Once endorsed these qualifications and units of competency will be added to the MAR Training Package.

The maritime training package projects are sailing along smoothly.

A Steering Committee involving Marina industries and operators will be convened to develop a new qualification.

The proposed qualification will address the specific training needs of marina owners and operators for berthing, mooring, storage and slipway/workshop facilities that are connected to sailing, cruising and general boating.

The qualification will be essential in improving the skill level of those working in the industry while providing a level of flexibility that addresses the needs of businesses and individuals. The first Steering Committee meeting is scheduled for 6 August 2014.
