GROUND OPERATIONS

TLISC is reviewing existing Ground and Aerodrome Operations units of competency, skill sets and qualifications for inclusion in the new AVI Aviation Training Package. The Ground Operations Project is planned to run from September 14 until May 15.

Project Overview
TLISC is reviewing the following existing units of competency, skill sets and qualifications for inclusion in the new AVI Aviation Training Package.

The project will also research and review the industry qualification needs for Ground Passenger Service, Flight Dispatcher/Operations, Ramp Operations, Baggage Handler, Aircraft Refueller, Aircraft Marshaller and Aerodrome Operations Supervisory/Management roles to ensure they are fit for purpose under VET, CASA and Defence regulatory requirements.

The AVI Aviation Training Package Release 3.0 draft Qualifications, Skill Sets and Units of Competency are available for viewing prior to being submitted to the Department of Education and Training for Endorsement.

The AVI Aviation Training Package Release 2.0 is the second release of the transitioned training package, and contains 20 qualifications, 42 skill sets, and 204 units of competency.

The Ground Operations Project Steering Committee met for the second time through teleconference on 24 March 2015. Industry provided feedback towards the core and elective models for all Ground Operations related qualifications. The following changes were agreed to by the PSC, and are in the process of being implemented now.  The following AVI Skill Sets will transition into AVI Aviation Training Package V2.0:

  • AVISS 00009 Aviation Operator Skill Set to transition to AVISS00036 Aviation Operator Skill Set. PUAFIR209B Work safely around aircraft will be replaced with AVIF2025 Apply aircraft safety procedures. This unit of competency is not equivalent.
  • AVISS00014 Handle Dangerous Goods/Hazardous Substances Skill Set will transition into AVISS00041 Handle Dangerous Goods/Hazardous Substances Skill Set unchanged.
  • AVISS00014 Handle Dangerous Goods/Hazardous Substances Skill Set will transition into AVISS00041 Handle Dangerous Goods/Hazardous Substances Skill Set unchanged.
  • AVISS00016 Manual Handle Freight/Baggage in Aircraft Cargo Hold Confined Spaces Skill Set will transition into – AVISS00043 Cargo Hold Baggage Handler Skill Set unchanged, except for title.
  • AVISS00025 Use and Maintain Minor Mechanical Equipment Skill Set will transition into AVISS00052 Use and Maintain Minor Mechanical Equipment Skill Set unchanged.
  • AVISS00026 Aerodrome Reporting Officer Skill Set will transition into AVISS00053 Aerodrome Reporting Officer Skill Set unchanged.
  • AVISS00028 Aerodrome Works Safety Officer working on Time Limited Works Skill Set will transition into AVISS00055 Aerodrome Works Safety Officer working on Time Limited Works Skill Set with AVIE3004 to be replaced with a new AVIE3001 Operate aeronautical radio unit, that aligns to CASA Radio Operator Certificate requirements.

New Ground Operations Skill Sets for the AVI Aviation Training Package V2.0 include:

  • AVI20408 Certificate II in Aviation (Ground Operations and Service) will be transitioned into AVI Aviation Training Package V2.0 as AVI20215 Certificate II in Aviation (Ground Operations and Service).
  • AVI30408 Certificate III in Aviation (Ground Operations and Service) will be transitioned into AVI Aviation Training Package V2.0 as AVI30415 Certificate III in Aviation (Ground Operations and Service).
  • AVI40408 Certificate IV in Aviation (Ground Operations and Service) will not be transitioned into AVI Aviation Training Package V2.0, and will be replaced by AVI40215 Certificate IV in Aviation (Aviation Supervision).

All qualifications have significant changes to core and elective packaging requirements, aligned to job roles of Cabin Service, Customer Service, Cargo Service, Ramp Operations, Aerodrome Operations and Aviation Operations. Elective groupings are sufficiently flexible to allow aviation enterprises to select the most appropriate mix of units related to their areas of interest.

New Ground Operations qualifications planned for inclusion within AVI Aviation Training Package V2.0 are:

  • AVI40215 Certificate IV in Aviation (Aviation Supervision)
  • AVI40315 Certificate IV in Aviation (Flight Operations Supervisor)
  • AVI50615 Diploma of Aviation (Aviation Management)

The review and transition of Ground Operations qualifications and skill sets across aviation industry sector areas of Ground Operations, Aviation Security and Aerodrome Operations has commenced, with a Project Steering Committee (PSC) established and initial meeting held via teleconference on 17 October 2014. Industry stakeholders have provided feedback towards the current qualifications, and proposed a range of new qualifications and Skill Sets across this sector of aviation.New and transitioned Ground Operations qualifications and Skill Sets proposed for inclusion into the AVI Aviation Training Package include:

  • AVI20215 Certificate II in Aviation (Ground Operations and Service)
  • AVI20315 Certificate II in Aviation Transport Protection (Checked Baggage Screener)

Existing AVI08 qualifications will be transitioned to the new Training Package Standards, and will be reviewed for alignment to aviation regulations and industry job requirements. The Ground Operations PSC has endorsed a review of the core and elective model for the Certificate II/III qualifications, with the intent to closer align industry jobs with common industry standards.

Two new qualifications related to supervision and management of Aerodrome Operations have been proposed, and will be the focus of a dedicated Technical Advisory Group (TAG) to be held in February 2015. One new qualification has been drafted to meet the requirements of Flight Operations Officers/Flight Dispatchers, and will be available for review and feedback in early 2015. One new Skill Set to support personnel conducting ramp operations for the role of Baggage Handler has been drafted and will be presented to the next Ground Operations PSC meeting in 2015.
