TLISC has commenced the alignment of the TLI10 Rail Train Driver units of competency and qualifications to the Standard for Training Package.

  • TLI33213 Certificate III in Terminal Train Driving
  • TLI33013 Certificate III in Heritage Locomotive Assistant or Steam Locomotive Fireman
  • TLI31410 Certificate III in Rail Driving
  • TLI22013 Certificate II in Shunting
  • TLI32310 Certificate III in Electric Passenger Train Guard

Units of Competency

  • 95 units of competency that are associated to the TLI10 qualifications listed above

The project is expected to be completed by June 2015.

Transport & Logistics Training Package Release 1.0 – Draft Components are now available for viewing prior to being submitted to the Dept. Education and Training for endorsement.

This Release includes 26 Rail Sector qualifications, 53 Skill Sets and 439 units of competency.

Draft TLI rail qualifications, Skill Sets and associated units of competency are now available for viewing and comment. Qualifications and units of competency have been updated to meet the Standards for Training Packages, better aligned with industry requirements and incorporate many of the suggested changes that were gathered during national consultation. Draft rail qualification, Skill Sets and associated units of competency will be available for comment on the TLISC website until TLI V01 Training Package is endorsed. On 15 April 2015 the Rail Terminal Train Driving Technical Advisory Group met to consult on draft qualification TLI33215 Certificate III in Terminal Train Driving qualification and associated draft units of competency TLIB0132 & TLIB2131. The TAG recommendations was:

  • Minor units of competency editing for TLIB0132 & TLIB2131
  • Two units of competency TLIB3019 & TLIC3017 changed from core to general elective units in draft TLI33215 qualification.

These changes were accepted by Rail Train Driving Steering Committee 1 May 2015.

On 19 February 2015 the Rail Train Driving Steering Committee met to consult on the transition process of the 6 qualifications and associated units of competency.There was discussion about the TLI33215 Certificate III in Terminal Train Driving qualification to incorporate electric passenger trains units of competency for rail safety workers. The meeting agreed to form a TAG and review options for this qualification.Draft units of competency and qualifications will be available for comment on the TLISC website until 10th of April 2015. Rail Technical Advisory Group (TAG) met in Melbourne to review the third draft (V3) of unit of competency – TLIF4XXX Work Effectively In A Train-Driving Environment. Rail Technical Advisory Group (TAG) met in Melbourne to review the current unit of competency – TLIF4111A Work Effectively In A Train-Driving Environment.The TAG members provided direction on elements and performance criteria wording for review by the group.

The Rail Steering Committee met in Melbourne. A review of the current units of competency determined: TLIB4079 (Train Driving) & TLIW2041 (Shunting) to be changed from core to elective status; TLIB3118, TLIB4080 & TLIC3048 (all in Train Driving) to have minor Performance Criteria wording changes; and TLIF4111 (Train Driving) should be reviewed by a Technical Advisory Group (TAG).
