TLISC is will review multiple existing Rotary Wing units of competency, skill sets and qualifications for inclusion in the new AVI Aviation Training Package. The project is expected to commence September 2014 and be completed by June 2015.

The Rotary Wing Project will review the industry skill set and qualification needs for Rescue Crewmen, Aircrewman, Helicopter Pilots and Flight Instructors to ensure they are fit for purpose under VET, CASA and Defence regulatory requirements.

The Commercial Pilot and Rotary Wing PSC’s met through teleconference / web conference to endorse the proposed new Diploma of Aviation (Commercial Pilot Licence – Aeroplane), Diploma of Aviation (Commercial Pilot Licence – Helicopter) and Diploma of Aviation (Command Instrument Rating) structures. All qualifications were discussed in detail, with Core and Elective options discussed and aligned where possible across the CPL Aeroplane and Helicopter environment.

The PSC sought to ensure that there would be no skills gap between the requirements of the CASA Manual of Standards for Flight Crew Licencing and the next AVI Aviation Training Package.

The PSC met again in Brisbane to discuss and validate project developments.

  1. PSC were updated on the Aviation Safety project outcomes in the areas of risk management, fatigue risk management, threat and error management and human factors units/skill sets. This work was endorsed for inclusion into the next CPL qualification.
  2. Reviewed the mapping of AVI-CASA Manual of Standards competencies for qualification/licence purposes.
  3. PSC discussed the proposed upgrade of the qualification and indicated a range of electives suitable for inclusion into the revised qualification.

29 September 2014
The initial Rotary Wing Project Steering Committee met in Brisbane on 29 September. Industry representatives provided feedback on the current status of industry qualifications. Discussion over industry qualifications and regulations was detailed and extensive. Members agreed to a range of actions that will be undertaken to the current qualifications into the AVI Aviation Training Package, including alignment with regulatory requirements and rationalising UOC’s where feasible.Consideration of new Skill Sets for Helicopter Aerial Application and Low Level flight activities was discussed in context of the Commercial Pilot (Helicopter) qualification. The committee is currently reviewing the proposed Rotary Wing AVI qualifications, and will meet again before the end of 2014 to endorse the revised qualification models.For further information contact Dan.Minton@tlisc.org.au, Senior Training Package Specialist – Aviation.
