TLISC has conducted the alignment of the Warehousing and Logistics units of competency and qualifications to the Standard for Training Package.

Project Overview
TLISC has conducted the Warehousing and Logistics alignment of qualifications and relevant units of competency in the TLI Transport & Logistics Training Package, to the Standards for Training Packages.The project will look at the nine qualifications and their related units of competency. The qualifications are listed below:
  • TLI11210 Certificate I in Warehousing Operations
  • TLI11310 Certificate I in Logistics
  • TLI21610 Certificate II in Warehousing Operations
  • TLI21810 Certificate II in Logistics
  • TLI31610 Certificate III in Warehousing Operations
  • TLI32410 Certificate III in Logistics
  • TLI41810 Certificate IV in Warehousing Operations
  • TLI42010 Certificate IV in Logistics
  • TLI50410 Diploma of Logistics

20th November 2015Transport & Logistics Training Package Release 2.0 was submitted to the Dept. Education and Training on 20th November 2015. This Release contains 6 Warehouse & Logistics qualifications and 77 units of competency.

The TLI Transport & Logistics Training Package Release 1.0 was endorsed on 12 October 2015.This Release includes 5 Warehouse & Logistics qualifications, 1 skill set and 139 units of competency.

  • TLI11315 Certificate I in Logistics
  • TLI21815 Certificate II in Logistics

NB: Transitioned Warehousing Operations and Logistics qualifications containing High Risk Work Licence (HRWL) units will be included in TLI Release 2.

NB: Transition of Warehousing Operations and Logistics qualifications containing High Risk Work Licence (HRWL) units were not finalised for Release 1.0. These qualifications will be included in Release Two.

The 13 High Risk Work Licencing units have now been endorsed by Safe Work Australia members. The qualifications that these units are a part of will now be prepared for endorsement. They include:

  • TLILIC2001 Licence to operate a forklift truck
  • TLILIC2002 Licence to operate an order picking forklift truck
  • TLILIC3003 Licence to operate a bridge and gantry crane
  • TLILIC3004 Licence to operate a derrick crane
  • TLILIC2005 Licence to operate a boom-type elevating work platform (boom length 11 metres or more)
  • TLILIC3006 Licence to operate a non-slewing mobile crane (greater than 3 tonnes capacity)
  • TLILIC3007 Licence to operate a portal boom crane
  • TLILIC3008 Licence to operate a slewing mobile crane (up to 20 tonnes)
  • TLILIC4009 Licence to operate a slewing mobile crane (up to 60 tonnes)
  • TLILIC4010 Licence to operate a slewing mobile crane (up to 100 tonnes)
  • TLILIC4011 Licence to operate a slewing mobile crane (over 100 tonnes)
  • TLILIC0012 Licence to operate a vehicle loading crane (capacity 10 metre tonnes and above)
  • TLILIC3019 Licence to operate a reach stacker greater than 3 tonnes capacity

On the 3rd December, the Warehousing and Logistics Steering Committee met to review feedback received from stakeholders, following the 9 qualifications and associated units of competency being placed on the website again for further review and comment. This was the final stakeholder validation stage as part of the transition to the new Training Package standards.The key outcomes from this meeting were as follows:

      1. Agreement that the revised ‘Chain of responsibility’ units be included in the Warehouse and Logistics qualifications. So the unit ‘Apply Chain of responsibility regulations and workplace procedures’ will be core in the Certificate II, III and IV and the unit ‘Administer chain of responsibility policies and procedures’ will be core in the Diploma qualification
      2. All qualifications affected by the addition of a unit to the core, will increase by one unit to obtain competency and the packaging rules will be amended to reflect this change
      3. The Certificate 1 in Transport & Logistics (Pathways) qualification now has a national code
      4. The unit ‘Apply awareness of dangerous goods’ has been added to the ‘General elective bank’ to provide greater flexibility

The purpose of this steering committee was to review and provide feedback on the 9 qualifications and associated units of competency, as part of the process to transition to the new Training Package standards.

The committee accepted the final changes to the qualifications and associated units of competency and have agreed that the committee’s work is now complete, in accordance with the Terms of Reference. And so this reference group has now been dissolved. Committee members were thanked for their involvement in this process.

The next step is now for TLISC to prepare the following qualifications to be submitted for endorsement in July 2015.

      • Certificate 1 in Transport & Logistics (Pathways)
      • Cert I in Warehouse Ops
      • Cert I in Logistics
      • Cert II in Logistics
      • Dip of Logistics

On 18 September the Warehousing and Logistics Steering Committee met to provide valuable feedback on the transition process of the 9 qualifications and associated units of competency.They are now available for review and can be found below:

At this meeting other key projects were also discussed. Some of the key recommendations from this meeting were as follows:

      1. Agreement that the revised ‘Chain of responsibility’ units should now be included as core and optional electives in the Warehouse and Logistics qualifications. So it is being recommended that the unit ‘Apply Chain of responsibility regulations and workplace procedures’ be core in the Certificate II, III and IV and the unit ‘Administer chain of responsibility policies and procedures’ be core for the Diploma qualifications.
      2. The new Scheduling Qualification that was developed by the Rail sector would have application in Warehousing & Logistics sector, so further work will be done to look at this in more detail
      3. Making the unit ‘Apply awareness of dangerous goods’ more available and so suggest that it be moved into the elective bank to provide greater flexibility
      4. As a result of an issue raised regarding the unit; ‘TLID3035A – Operate a boom type elevating platform’, a working group will be formed to look at it in more detail, as it does not appear to address the use of scissor and vertical lifts

The Warehousing and Logistics Steering Committee held its first meeting on 22 and 23 July in Perth and Melbourne to discuss the new Standards for Training Packages and prepare for the validation of the warehousing and logistics qualifications and units of competency.
